The circular economy minister, Lorna Slater, says the UK government deliberately “sabotaged” the Scottish Deposit Return Scheme (DRS) by asking for the exclusion of glass bottles. It was, she says, part of a “scorched earth” assault on the democratic freedoms of the Scottish Parliament. Humza Yousaf agrees and has accused the UK government of wilfully “undermining devolution time and again”.

But they protest too much.

The DRS was a bin fire long before the UK government intervened. And the Scottish government’s attempt to blame Westminster, and turn their own administrative incompetence into a constitutional confrontation, is a transparent exercise in displacement. Scottish voters can see that he’s literally talking rubbish.
